It is fortunate that Mr. Annoying was as cute as he was. He, like most other Chinese kids likes to make a photo frame under his face for photos. A photo frame is that hand position, which in the imagination can be thought of as a frame of a photo. I too was unfortunately duped into copying this abomination of an action numerous times in photos I will never display here.
